Ron Tobi known by his epithet Mask Assassin is the tactician of the Straw Hat Pirates, He is the thirteenth member of the crew and the twelfth to join, doing so at the end of the Indigo Island Arc. He temporarily left the crew during the Water 7 Arc, but rejoined during the Enies Lobby Arc.

Tobi ate the Jiku Jiku no Mi which gives him the power to transport anything to an alternative space or a location at 100 meter radius by generating a spiraling hole. At a young age when he lost his family to pirates and where he was taken in by the World Government and was train and work as an assassin in CP9, until he was framed by the World Government for a false crime due to becoming a dangerous liability to the Government and attempt to have arrested but Tobi escape from arrest and become a wanted criminal gaining a bounty of Bsymbol10 96,000,000 due his intimated knowledge various information that would threaten the World Government.

While on the run from the Government where he encounter the Straw Hat Pirates fighting against Lost Pirates inadvertently aid them in defeating Lost Pirate Fleet Captain Boris who was currently the controlling Indigo Kingdom and ultimately decide to join the crew to hidden himself from the World Government.

He gained a bounty of Bsymbol10 96,000,000 when he defected from CP9, it later increased to Bsymbol10 98,000,000 after the Straw Hats invaded Enies Lobby to rescue him and Robin and escape, it later increased to Bsymbol10 200,000,000 after the Dressrosa Arc. After the Raid on Onigashima his bounty raised to Bsymbol10 1,000,000,000.

Appearance[]

Tobi is a very tall and slim, yet muscular man. He has black eyes and short, spiky, black hair. He wears an orange mask with one hole where one of his eyes is seen. Tobi is shown to have lost his left eye and has a scar on his eye, which he received from Lynch when he defected from CP9. He wore a robe that was primarily blue with a white interior and consisted of a white undershirt and a white hood, which was connected to the robes themselves. The torso displayed an open collar. The outfit also featured two white shoulder belts, one on the undershirt and the other on the outside of the robes, and a wide red sash fastened with a white belt. His mask was destroyed during the incident at Enies Lobby, which he replaced with a new one.

During the Timeskip, Tobi has grown his hair slightly longer and it has become much thicker. Tobi now wears robes consisting of a dress uniform and a white hood, which feature blue lining along the torso. The lower part of the robes is layered at the back. Around the waist is a thin red sash, and he wears brown boots with leggings that extend. He also now wears a gray stainless mask with a hole where his eye can be seen.

Personality[]

Tobi is initially portrayed as a laid-back and happy-go-lucky individual who often annoys his fellow crewmates, particularly the more serious and collected members like Zoro, Saizo, and Hayate. He has a tendency to lighten the mood with his childish and goofy behavior, fitting in well with the more carefree members of the crew such as Luffy, Magnes, Usopp, Chopper, Mimi, and Nene. Tobi is frequently tardy, often showing up when it suits him and leaving for equally flimsy reasons, which frustrates the crew.

Despite his seemingly carefree attitude, Tobi occasionally reveals a more serious and cold side. He rarely shows emotions other than amusement, and is known for his manipulative and cruel nature. He is pragmatic, stern, aloof, and enigmatic, often leaving the crew unsure of whether he is being serious or not. However, Tobi has assured them that he is "always serious" on at least one occasion.

Tobi's sarcastic and witty nature sometimes borders on cruelty, and he can be harsh with his words. However, the crew slowly begins to trust and respect him for his skills, intellect, and experience. Despite his impish behavior, Tobi is calm and collected, and is often patient and reserved. He is a placid and calculating individual who always thinks one step ahead, often helping the Straw Hat crew escape dangerous situations.

Tobi is also highly perceptive and intuitive, quickly realizing hidden aspects of situations and people. Tobi holds a strong negative view on pirates, mainly due to his personal experiences and the loss of his family to pirates when he was younger. He believes that pirates are mostly driven by self-centered ambition and selfishness, only caring about themselves and their own desires. This belief is challenged when he encounters Luffy, Hayate, and the other Straw Hat Pirates.

Tobi is surprised and baffled when he witnesses the genuine capacity of pirates to help and show kindness towards others. The only time when he displays emotion when during the Straw Hat's invasion of Enies Lobby where he cried tearfully when Luffy asks him to return to the crew and lived. His personality began to ease up where he usually displays calm collected while participating in some activity of his crewmate. Tobi's interactions with the Straw Hat crew and witnessing their acts of kindness and compassion gradually open his eyes to the possibility that not all pirates are solely motivated by selfishness. This growth in understanding and acceptance allows Tobi to question his own biases and develop a more nuanced perspective on pirates and their capacity for both good and evil.

Tobi now has a relaxed and almost bored attitude, not prone to getting too worked up about anything or by anyone. Tobi has a rather snide, sarcastic respone to even the most serious subjects, and show to enjoyed tease his crew. For instance, Tobi occasionally teases Zoro about how he often get himself lost

Despite his stern and collected nature Tobi is somewhat lecherous and perverted but doesn't even show it, in fact, he quite embarrassing for having such a side of him where he read a book series that contain adult content Robin is aware of this Trait and sometimes tease him.

Abilities and Powers[]

Tobi's strength as a fighter is indeed formidable, as he was considered one of the strongest members of CP9 and the most powerful agent ever produced in CP9's history before his defection. His power and capabilities were recognized by the World Government, which deemed him a threat and liability. As a result, he was given a bounty of 96,000,000 after leaving CP9, indicating the perceived danger he poses. However, his bounty was also a reflection of the highly classified information he possesses, which could potentially jeopardize the World Government.

In addition to his fighting prowess, Tobi is highly intelligent and cunning. He was able to successfully conceal his true identity within an organization like Baroque Works, fooling even Crocodile, a former member of the Eleven Warlords known for his own cunning. Tobi managed to keep himself hidden from the Marines and maintain his role with the Straw Hat Pirates until the Water 7 Arc.

His strength and reputation were well-known among officials of the World Government. Tobi has been a valuable asset to the government, carrying out tasks such as assassinations and espionage on their behalf. His accomplishments in service to the World Government further solidify his status as a skilled and capable individual.

Tactical and Informational Wit[]

Tobi is also the Tactician of the Straw Hat a most skilled master tactician of the highest caliber. He provides a well organize the plan in most situations for the Straw Hat to formulate a different plan. if other plan does not work out depending on the situation and point out the flaw in other plans.

On what weaknesses to take advantage of different opponents, and how to counter them. On those infrequent occasions when he encounters something new, he calmly keeps his distance and observes carefully until he devises the best approach to neutralizing it. His insight enables him to plan in advance, accurately predicting the course of actions and knowing just how to manipulate them to his advantage.

If any plan of his should fail for whatever reason, he can formulate a backup plan quickly and without being inconvenienced proving his tremendous strategic and tactical ingenuity.

Due to years of extremely hard training in the Rokushiki martial arts since childhood, Tobi has developed physical ability at a vastly superhuman level, possessesing a tremendous levels of strength, speed, and durability that are heightened by his mastery of Rokushiki.

Rokushiki[]

As a former member of CP9, Tobi possesses complete mastery of Rokushiki, the Six Powers. He is proficient in various moves from each of the different forms, showcasing his skills with techniques such as Rankyaku Hyoubi and Tobu Shigan: Bachi. Before his defection, Tobi had a power level of 2000, which was surpassed by the likes of the strongest members of CP9 such as Lucci and Lynch, who had power levels of 4000 and 2200 respectively. Jabra and Yonshichi also had power levels of 2180. However, even though Tobi's power level was not the highest, Lucci and Fukuro acknowledge that his power level could have become much higher if he had trained his Rokushiki abilities for the past ten years since his defection. True enough, after the timeskip, his power level rose to 8000.

Tobi demonstrates his increased power when he unveils the hidden Rokushiki technique known as Rokuougan during the Fishman Island Arc. He uses this technique against the Fishman officers, showcasing his enhanced abilities and the growth he has achieved in his training. This further highlights Tobi's formidable nature as a fighter and his mastery over Rokushiki.

Tobi possessed a Special Paramecia type Devil Fruit known as the Jiku Jiku no Mi. This fruit granted him the ability to transport objects and even himself to an alternative space within a 1000-meter radius. One of the notable abilities of Tobi's Devil Fruit was the creation of powerful blasts of air pressure. Tobi's loyalty is further highlighted by his desire to become stronger for Luffy's sake. When Tobi and Robin first crossed paths as young teenagers, Tobi had initially intended to capture her as part of his mission. However, upon discovering their shared past, Tobi had a change of heart and decided to spare her. He warned Robin that he wouldn't show her any mercy if they were to meet again. When they two had a reunion when Robin joined up with the Straw Hat Crew, Robin instantly recognized Tobi and saw through his false persona. Tobi, in turn, threatened to kill her if she revealed his secret to any of the Straw Hat members. Robin promised to keep his secret safe.

Tobi and Robin develop a mutual relationship due to their similar pasts and through their mutual connection and similar experiences they become closer especially after the events of the Enies Lobby Arc, and their bond is even noticed by other characters, such as Mimi who assumes they have romantic feelings for each other. Chosuke described their bond as that of mature adults, suggesting a deep connection between them. While it is hinted that Tobi and Robin may have romantic involvement, they often evade questions about their relationship and change the subject. This leaves their true feelings towards each other ambiguous, and the nature of their connection is left open to interpretation.

Overall, Tobi and Robin's relationship is characterized by their shared past, mutual understanding, and the closeness they develop over time as they spent a significant amount of time together, even during their stay with the Revolutionary Army.
